The challenge: Lack of control
Our client worked with various partners to run workforce management programs in multiple countries and regions, using different versions of the same vendor management system (VMS) technology. Because of the differing instances, they lacked control over their contingent population and the way policies and procedures were effectuated by their partners. They asked our consulting team to support the request for proposal (RFP) process for a new, client-owned VMS technology to be used by all partners, and the design and implementation of a Global Program Office (GPO) that would control all aspects of their contingent workforce globally.
The solution: Global scalibility
- We established end-user experience requirements and a desired future state process; provided advice and guidance on process, specification, RFP content, and evaluation; and leveraged existing client/vendor KellyOCG® solutions as anonymized external benchmark models for the client to consider during the establishment of the future state.
- We completed a full-scope gap analysis on client current-state programs and benchmarked against best practices, using this as input for the VMS RFP process and the GPO design.
The results: Flexibility
- As a result of the assessment and benchmarking, the client enforced standardization of processes to increase control over their contingent workforce, which also supported the application of company policies and procedures.
- We supported the entire VMS RFP process successfully, up to implementation recommendations.
- We designed, implemented, and partially resourced the global PMO that now acts as the "global control tower” for all contingent workforce activities and services.
